ACK! This is as clear as mud. According to the FAQ on the ORCA website, the response to the question "Who needs to register in ORCA?" is the following: You must be registered in ORCA if the solicitation you are responding to requires that you have an active registration in CCR. Doesn't this include nearly all submissions for federal grant funding? As best as I could determine the function of ORCA, it applies to federal CONTRACT and COOPERATIVE agreeements, but the statement above seems broader than this. Ironically, I was compiling a list of ORCA FAR clause additions/changes from last year in preparation for our institution to renew its ORCA registration. ORCA replaces the reps and certs section for the large federal contracts and some cooperative agreements. Whether or not you will need to register in ORCA depends on what type of business you are doing with the federal government and whether or not the solicitation you respond to requires CCR/ORCA registration. As an aside, CCR and ORCA are scheduled to be rolled into a System for Award Management system in 2012 and you can find more information on that at https://acquisition.gov/SAM/sam.html.
