This is a quirk of the R15, AREA, program. Because it's funded completely out of current year's budget all the expenses are considered Year One expenses - even if it's a multi-year budget. (The standard RO1 research grants are funded on a year by year basis, with non-competing continuation proposals for the out years). The instructions indicate that the entire budget should be entered into the first budget period, however the drop-down box for "Direct Cost less Consortium F&A" only goes up to $250,000, which is the regular modular grant cap.
