Yes, if they are an appointed member (that is, an actual member of the study section, not an ad hoc member) regular deadlines don’t apply.  However, including a person as a multiple PI just because they can submit any time they want to does not seem to be a scientifically valid reason for using the Multiple PI format, also, it would be helpful to check if ALL PI's must be on study sections.  Also - which PI would be able to submit late, probably the Contact PI.

An email discussion has just taken place between two faculty members trying
to decide if an NIH proposal should go in as a Multiple PI or not.  It was
stated that "a good reason to go in as multiple PIs is that we don't have to
conform to the NIH deadline" (which is June 16) "because I'm on the study
section we can submit by August 1 and still be reviewed with everyone else".

Has anyone ever heard of that before?  people on study sections get special
priledges?
