Our Financial Management, Grant and Contract Accounting Department (GCA), has an outstanding opportunity for an Assistant Director. This individual will be responsible for leading the new account set-up, invoicing, reporting, cash management, compliance, and office services areas within the Grant and Contract Accounting Department. This position performs professional accounting functions including, but not limited to, complex reporting, analysis and reconciliation. The Assistant Director provides leadership for personnel in all areas of GCA. Additionally, this position participates in the Quality Improvement Process by leading and interacting with internal and external customers to meet and/or exceed customer needs. Duties: Change Assist in developing long range organizational plans addressing staffing, functions, procedures, policies, and Quality Improvement Initiatives. Work closely with staff units and other campus department leaders to communicate process improvement ideas and develop good working relationships Managerial Assist in developing strategic plan and dashboard measures for department. Manage staff at various levels - professional staff, contract classified, students. Actively participate in Manager/Leader meetings. Interviewing and hiring new employees. Assess and plan units' need for equipment, space, permanent and temporary staffing. Coordinate with Executive Director to obtain necessary resources. Coordinate oral and written communications regarding policies, procedures, rules and regulations. Decide when appropriate to research questions or delegate part/all of the task(s). Assist in audit coordination, respond to audit questions and establish and implement accounting procedures based on audit recommendations. Act on behalf of the Executive Director or Director during his/her absence. Manage special projects as assigned. Provide leadership in: -Implementing and maintaining GCA and University office policies related to personnel issues -Preparing personnel evaluations in accordance with GCA and University policy to ensure employees are aware of their performance expectations and evaluated regularly -Documenting employee performance problems in accordance with Personnel Board and University requirements, and implementing disciplinary action when necessary -Planning and assigning work -Establishing deadlines and ensuring they are met -Assisting staff in work related problems -Training staff -Providing guidance and direction in fiscal and accounting procedures to all personnel Financial Management Authorize and control expenditures Control overtime Develop and implement controls and procedures for grant and contract processes including, but not limited to, new account set-up, cost sharing, expenditure transfers, Federal Cash Transactions reporting, Letter of Credit draws, cash receipts and application, interest income computation, compliance review, general ledger reconciliation and Financial Statement preparation Review and approve accounting transactions, journal vouchers, Federal and State financial reports, maintaining completeness, accuracy, and compliance Prepare complex accounting reports, financial statements, comparative analysis of balance sheet and income statement items and reconciliations, as required Research Administration Provide customer service to both internal and external customers Coordinate accounting processes to incorporate new and amended University, State, and Federal regulations Work with other divisions within Financial Management, and other University offices, to develop policies and procedures related to grants and contracts, and to respond to changes in external regulations Communicate new/amended policies and procedures to internal and external customers Coordinate and teach the Grant and Contract Fiscal Administration class. Minimum of six years managerial or supervisory experience, and six years of accounting and computer experience. Excellent interpersonal skills, ability to exercise independent judgment, and excellent written and verbal communication skills are essential. Experience using spreadsheet, word processing, and database software. Understanding of management concepts and practices in a Quality Improvement environment, knowledge of grant and contract accounting, and fund accounting experience. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
