Rochelle, Prior to receiving confirmation of the ARI award, NSF had us identify all subcontractors. The only work that was not a sub was work that our own employees were performing. Have any of you experienced this problem with this program? If so, what did you do? I’ve already notified NSF that we do not believe these agreements are subawards since they do not meet the criteria outlined in A-133, nor do they fit the definition of subaward in the Research Terms and Conditions or in A-110.
