We had a similar issue and below is the response from the commons helpdesk.
To correct this type of error click on Edit Business Project Performance the scroll down to the name that is not showing District Number
Click on EDIT then choose a different country until zeros appear in District Box then go back up to Country and choose correct one.
Then Save and Save and Designate complete

All,
When preparing an ESNAP in eRA Commons what do you guys do with the Congressional District cell when it is related to an international performance site?
I put Australia as the country and it automatically disabled the 'Congressional District' cell. Which is great, however when I validate ESNAP it brings up the lack of Congressional District as an error.
What do you do in cases like this one?
