POSTION ANNOUNCEMENT

Title:	Senior Grant Specialist
Location:  Kansas State University - Research & Extension (KSRE) and College of Agriculture– Manhattan, KS - Waters Hall
Position Open:  Available May 1, 2011

DUTIES & RESPONSIBILITIES
This position reports directly to the Associate Director of the Kansas Agricultural Experiment Station. This is an administrative 12 month position and has the following duties and responsibilities:

Assist with the development and review of proposals for research, instruction/training and public service activities, ensuring compliance with applicable regulations, and the requirements of the sponsor.  Identifies inconsistencies, consults with appropriate campus authorities and faculty member/department/research office, and recommends how conflicts may be reconciled.

Plans, constructs and reviews budgets for faculty members for proposed or continued projects in a manner acceptable to the sponsor, the University, and the State of Kansas, consistent with the planned project objectives set forth by the project director.  Plans and outlines procedures and develops budget strategies (including cost sharing and budget justification) for major funding programs, communicates with and coordinates efforts of project directors and research offices at all of the involved departments/institutions, implements established plans and procedures requiring creative management and budgeting techniques.

Advises faculty and staff on the various aspects of conducting sponsored research activity such as fiscal matters, regarding budgeting, re-budgeting, and facilities and administrative costs; insurance and indemnification, intellectual property (patents and copyrights); policies and procedures on purchasing, payroll, accounting etc.,  KSU Faculty Handbook, Federal Acquisition Regulations, Code of Federal Regulations, and terms and conditions of the various funding agencies (both public and private).

Investigates funding opportunities and matches those with faculty expertise. Advises and consults with deans, directors, department heads, attorneys, and faculty on strategies of negotiating terms and conditions with sponsoring agencies; constructs contracts based on consultations; conducts negotiations with sponsors involving corporate fiscal officers, research directors and attorneys. Review project awards to ensure conformity with University and Regents policy, state and federal laws and regulations and assists faculty members with any revisions required as a condition of funding.  Negotiate acceptable terms with outside funding entities to insure compliance with all applicable University, Board of Regents, State of Kansas, and Federal policies, rules, regulations and laws.

Manages, supervises and ensures quality of work of other grant specialists/writers and hourly students.
Develops and submits proposals utilizing the various electronic commerce initiatives mandated by the Federal government. Reviews and recommend acceptance of proposals and award documents   to Director/Assistant Vice President for Research

REQUIRED QUALIFICATIONS:  BA or BS and relevant experience in budget/proposal development and negotiation. Strong communication (both oral and written) and interpersonal skills/experience;  experience in  the interpretation and application of guidelines, statutes and regulations.  Strong commitment to expanding and fostering diversity in the unit.
PREFERRED QUALIFICATIONS:  Three years experience in Grants and Contract Administration; advanced degree, such as a M.B.A., emphasis on accounting or finance; courses and/or bachelor degree in area of science or agriculture  experience in budget/proposal development and negotiation within a not-for-profit university setting.
