It's not so much that the line moves as they start funding from the top of the list and go until they run out of money.  Effectively, yes, the line moves, actually it's just BS and smoke.

Hey Everyone,

A client asked me to find the pay line for their proposal.

Does anyone know where one would find the federal grant pay lines for FY2011?  (no I haven't found it yet myself) Additionally, if a proposal's score is within the pay line and the funding is cut, the pay line would move upward, correct?
