That depends on ONU policies.     At my institution,  once someone has signed a contract we allow them to submit grant proposals with start dates after they actually officially start (or even sooner, with special Provost approval).     The key is whether they will be able to do the work - we extend PI status for the purpose of grant proposals to anyone who would have PI status when the grant is awarded.

Subject: [RESADM-L] submitting before official hire date

I received this question from a new faculty hire who will start with ONU in August.  He wants to submit to the American Chemical Society Petroleum Research Fund grant, under their Undergraduate New Investigator program for a project that would begin in September.

Is it possible for him to submit under the auspices of ONU prior to his official start?

Any advice would be helpful.  Thanks.
