NSF proposal question re: foreign collaborator

Dear RESADMers:
Can a foreign collaborator be identified as a co-PI on an NSF proposal? The individual, the director of a Chinese institute that is home to several researchers collaborating with the applicant, will play a key role in the proposed project. He will not receive payment for his work on the grant, but the applicant institution will need to pay his travel to the U.S. If not as a co-PI, how should this person's role be characterized in the proposal?
