Looks like an error that I received a few weeks ago.
Go back through your budget detail as well as Lines 15 A & B in the
cover document and re-enter the numbers without using a decimal point
before you attempt to resubmit.  Time consuming but.....hat's what
actually worked for me.

agencies when these issues arise.
