I like how it's no one's fault and it's my problem.  We're dealing with separate entities, no cross communications and the applicants are the ones to suffer.  Very unacceptable.  There needs to be a better coordination between the grant processing center and the sponsoring agencies when these issues arise.

Hi Matthew,
I remember a similar case, same error message, and same frustration with going around.
We just redid the package, thinking it was corrupted!!  Not sure if it is an option for you, but it certainly solved the problem we had.
