I had this error multiple times this morning. After a discussion with a very helpful Grants.gov customer service agent, it was resolved.  Her instructions to me were to:
--Reopen the file
--Go to periods 3, 4 and 5 (periods in which I had no costs) and hit the "reset entries" button
--Save under a new name
--Close the file
--Reopen and submit

She said it was a common situation after an NIH rejection (but mine hadn't been rejected by NIH - it was a first-time submission).  Hope this helps!

Anyone else get this message? I was resubmitting an application I had rejected because of a typo on the IACUC assurance number and then I got this. I was advised by Grants.gov to call NIH help desk instead.
Anyone else have this problem? Should I resubmit but use this new grant tracking number or the old tracking number? thanks
