My recollection is that they would allow 10% without a negotiated rate agreement.

We are submitting a grant application to NIH but do not have a negotiated
rate for F&A. (But will have real F&A costs.)
What can we enter on the SF424 Budget Sheet?
I have a vague recollection that a healthcare institution can enter some
(fairly low figure) tied to the Medicare reimbursement rate.
