Very good point, Charlie.  It is important to differentiate between
the two day CORRECTION  window and the two day VIEWING AND FIXING
window.

The former is fixing errors that prevent the application from getting
into the Commons.  Things that generate an email that says there are
errors and the application will not get into the Commons.  These can
still be fixed up to the deadline.  Send 3 days in advance, get error,
fix, submit a corrected version before deadline, all is good.

The viewing window is for those applications that are error free in so
far as NIH is concerned, and get in the commons.  Since Grants.gov
cannot figure out how to allow users to print, or view a complete
application, NIH allows users to view it in the commons.  This is so
the PI can see if a complex table arrived in a readable format, or if
the photos are good.  This is not to fix substantive errors or add
some new data.  If there is a submission caused technical error, the
SO can reject the application, and a new one can be submitted (after
the deadline).
