Wondering whether my resadmin colleagues out there can help with the following:

We are currently scrutinizing the way we deal with certain fellowship programs, e.g. the NSF GK-12 and the U.S. Ed. GAANN.  We are polling other institutions about their procedures.  In that context, we are wondering if your institution pays its fellows as fellows (stipend via accounts payable) or as graduate assistants (via payroll).  I would appreciate your response.
