The answers are yes and no.
Yes, if an investigator is aware of a raise/promotion it can and should be factored into the base salary for the proposed period. You can explain in the budget justification (if the submission requires such detail). Naturally this raise/promotion must NOT be based on securing the proposal in question--it must be an official raise/promotion based on the investigator's career progression.
No, there is no NIH cap on a raise per se, you simply cannot charge more than the current NIH Salary Cap multiplied by the effort/person-months committed to the project. There are examples on how you should display a base salary over the cap at the NIH website.

As a Post award RA I have a PreAward question. Can we put a PIs expected raise in a proposal budget if rasie is expected in a few months and the award is expected to come after that time? And is there a NIH cap on rasie % allowed?
