You can find the information for indirect costs rates on page 44 of the RFP:
"FIPSE does not have a restricted, training, or other reduced rate that
automatically caps the rate at which a grantee can charge indirect costs".

Indirect rates are according to your negotiated rate, usually the
education project rate.
