Has anyone been experiencing issues with referees submitting their letters via
eRA Commons for K grants? And has anyone found a way to avoid those errors?
Below is the one we received:

Warning Message
 An application that has already been reviewed was identified for the
same announcement and PI. This reference letter will be held for a new
submission and can no longer be associated with the previous
application. (ID: 90278)
