Can anyone confirm (or refute) that New Investigator status (= no previous
R01) confers no benefit to applicants for R03, R21, R15 etc (i.e. sub R01
level funding)?

I have found explicit statements by NIH that EIS is only applicable to
R01s...but what about New Investigators?
