I get the same message every time.  I've learned to just go with the flow. :)

Catharine,
I am in the same situation as you are....doing it twice basically before the proposal can go through.
Once I was on another computer, and I was able to submit the proposal in one try only....so I thought it might be my computer set-up.
I would be curious to hear if it happens to others???
