I am not saying that grant funds would be diverted to pay the salary. The grant funds pay the tuition as proposed. Once that payment is made the resulting revenue is no longer federal and can be used by the institution to meet its operating needs including paying faculty to teach summer courses which can then be claimed as cost share on the federal award. Tuition is a revenue source for the institution. Once its paid, the institution decides what to do with the funds. The tuition rate was calculated based on institutional expenses, but if those expenses 'don't need to be paid' in this instance, then the school can choose to divert them to wherever it chooses.
