I don't know which version of Safari you are using, but I have 4.0.5 (I believe the latest). To get the FederalReporting.gov website to work do the following:

1) Goto Safari > Preferences
2) Goto the "Advanced" tab and check the box at the bottom that says "Show Developer menu in the menu bar".
3) Close the Preferences screen
4) On the menubar, goto Develop > User Agent
5) Choose from the list available either Internet Explorer 8 or Firefox 3.5.3 (Windows)

It should work with the website (at least it did for me). A clunky work-around for sure.
