In many non-U.S. countries, the term "college" refers to secondary,
"pre-university" education.  I remember how an employer from eastern
Europe saw that my bachelors degree was from a COLLEGE and asked why I
didn't have a university degree.  But you probably won't be seeking many
grants from sources outside the U.S.
