Does anyone have experience with submitting collaborative proposals to
DoD via Grants.gov?  Similar to a collaborative submission in Fastlane,
two proposals would have a common scope of work, references etc. but be
submitted separately by each collaborating institution.

DoD would make separate awards to each institution.

To complicate things, two investigators from the same institution would
like to apply under this CDMRP Collaborative Option.  Woudl love to hear
from anyone who has tried submitting a collaborative proposal with two
PIs from the same institution - through Grants.gov.
