Hi Yelena,

I ran into this issue last month on an eSNAP report for a sub in China.   The fix was to click on the drop down box and pick another country and magically the numbers appeared in the cell - then I changed it back to China and was able to submit with no errors.

Hello all,

Has anybody figured out how to report on foreign Sub Recipients?

In particular, we have a subcontract with a research organization in Canada.  We have their DUNS number and address.   Need to enter Congressional district, state, and ZIP Code +4 - all required fields.

For Congressional district, the help desk person's advise was to use two dashes.  For "state" and "ZIP plus 4", he admitted that he has no clue, e.g. "Please call your funding  agency".

Any advise/suggestions would be greatly appreciated.
