Why is there ANY attempt to put a dollar value on the services we provide to the institution? Can we price out a sunset? Rain on a spring day? Blooming wildflowers? A view of mountains in the mist? A leaping dolphin? What is the value of an education in terms OTHER than those of getting a job? Sorry. This kind of thing makes me somewhat ill. It reminds me of the fool who opined that "without funding it is not research." (The development folks still have expense budgets to influence donors.) A sponsor of a research project is not analogous to a donor; a research administrator is not analogous to a development professional. The technical merit of a research proposal is what a sponsor considers during the award stage. The PI is completely responsible for the technical merit of a proposal - not the research administrator. Your question goes to how to characterize a successful research administrator. There is a lot of material available speaking to that issue. That said, I do not recall ever seeing the concept you outlined in the dialogue.
