Your colleagues' comment might apply (although I doubt it) to the usual sort of one-on-one development work. Even so, the numbers they give seem entirely arbitrary. But with pre-award work aimed at foundations and government agencies, their comments are sheer nonsense. The important things to consider here are: the science, coherence and organization of the proposal, the appropriateness of the proposed work and its relation to the budget, the qualifications of the PI, the "fit" between the proposed project and the request for proposals, ETC, ETC....I don't think pre-award work in the normal sense is really development work. It's in a different category - much more content driven and much more dependent on the organized work and experience of others.
