Additional note:  In order to be considered meeting Fly American regulations, the airlines must be "code shared" and the ticket(s) must be purchased through the U.S. partner.  So utilizing Air France would be possible but the tickets must be purchased from/through Delta - they cannot be purchased through/from Air France.
