I have always marked (and it has always worked) "Approved" on the face page and in the date box for both IRB and IACUC, type the word "Indefinite".  These approvals are based on the active projects at the time of award and it is dependent on which Preceptors will mentor each Trainee, therefore at the time of the application, it is a moving target until JIT.  When the trainees and preceptors are finalized, then the project-specific protocols and approvals can be submitted to NIH.

Not having done one in the new electronic form yet, I am not sure if a text response will work in the date box but it's worth a try.

Someone at our university is preparing a competing renewal for T32 due
on May 25th (at this early date! just imagine the luxury of 12 weeks of
lead time!). Because these applications are now electronic, how do you
plan to get around the IRB/IACUC approval date of which there are
multiples? I am thinking that "pending" should be checked. Any thoughts?

On a separate note, biosketches for PD/PI's and key personnel seem to be
required in two places: in key personnel and in participating faculty
biosketches. Seems odd.
