The premise that inclusion of foreign collaborators is for the
purpose of "rounding out grant proposals" is questionable.  Diversity
is not necessarily a plus.  While it may be important to seek new
collaborators in very different places who work on different
populations/environments in order to do comparisons or increase the
potential for generalizing results, I think the vast majority of
researchers who include foreign components in projects already know
(or easily find) the people/laboratories they might wish to include
from encounters at meetings or in the literature.  IF the issue for
China is scholars who don't attend international meetings or only
publish in journals that may not get translated into English, then I
guess the onus is on the Chinese scholar to initiate the contact.
