I worked at UC San Diego for a few years. Effort distribution certification is a specific form for the sole purpose of effort reporting. In the past, everything was handled by paper. Centralized offices would distribute effort reports, as pulled from the centralized financial system. In the past few quarters, UCSD has implemented an online method. Once again, the effort is pulled from the centralized financial system. In both scenarios, effort actually reflects effort paid. I had yet to run into a case where calendar entries, lab notebooks, ie anything outside of the effort reporting form was used to substantiate the effort. Until the Effort Coordinator has reviewed the certification and submitted it to RSP, the certification is not complete. The information to substantiate the effort percentages is housed in the system in terms of project information, commitments/proposing effort, distribution of effort, expending effort, charging salary, payroll information, cost share information along with the actual certification. The certification is the actual effort, up to the sum of the paid and unpaid commitments. Changes in commitments and documentation of that is done at the central office. Hope this helps...
