It seems that our auditors have yet again raised the bar on cost transfers.
Our policy requires an additional explanation which is subject to central
approval for late transfers.  In a past merely being late was not a finding.
It was only a finding if the explanation was not sufficiently reasonable.
This year our auditors determined that all the charges tested were allowable
for all our late transfers, but still want to have their being posted in
excess of 90 days as a finding.  Has anyone else experienced this?  It seems
to only way for us to avoid a finding is to disallow all late transfers.
