Laura,

It has always been my experience that the reduction in effort by 25% or more rules applies to each budget year not project period.  The University of South Alabama will see prior approval for reduction in effort by 25% or more during the budget period if effort of the PI or senior key personnel will have to be reduced.

I have a question about the part of the NIH Grants Policy Statement
(http://grants.nih.gov/grants/policy/nihgps_2003/NIHGPS_Part7.htm) that
requires grantees to notify the GMO in writing if the PI or key personnel
plans a reduction in effort of 25% or more from the level approved at the
time of the award. In your experience, does this requirement pertain to a
BUDGET PERIOD or to the overall PROJECT PERIOD? For example, what if
effort is reduced by 25% or more in the first year, but the PI "catches
up" in subsequent years? Is the grantee required to seek approval?

To clarify: I am not asking about the 25% rule on "significant
rebudgeting." That rule clearly pertains to budget period, not just the
overall project period. My question is specifically about Change in
Status:

"Change in Status, Including Absence, of Principal Investigator and Other
Key Personnel. The grantee is required to notify the GMO in writing if the
PI or key personnel specifically named in the NGA will withdraw from the
project entirely, be absent from the project during any continuous period
of 3 months or more, or reduce time devoted to the project by 25 percent
or more from the level that was approved at the time of award (for
example, a proposed change from 40 percent effort to 30 percent or less
effort). NIH must approve any alternate arrangement proposed by the
grantee, including any replacement of the PI or key personnel named in the
NGA."
