Hello -
I believe you will want to have the PI list all effort commitments on
the other support document. The effort commitments can have different
funding sources (sponsor funded, cost share funded, etc...). In any
event, they are commitments that are binding regardless of how the PI is
compensated.
I'm told from the sponsor perspective...one reason they request all
commitments be listed, is for the agency to get an idea of the PI's
cumulative research activities and to see if the PI has time available
-- ex: how close to 100% are they?
A recent NSF OIG effort audit had a finding that the PI "failed to
disclose to the government the full extent of her various active
research projects" and that the "college knew or should have known that
its employee failed to fully disclose her active research projects in
the grant applications submitted to the government such that her
research commitments exceeded 100% of her available time". The PI had
not fully disclosed that all her research projects exceeded 100% in
grant applications submitted to NIH and DOD.

I know the NSF guidelines are more clear and state the following
"All current project support fromwhatever source (e.g., Federal, State,
local or foreign government agencies, public or private foundations,
industrial or other commercial organizations) must be listed. The
proposed project and all other projects or activities requiring a
portion of time of the PI and other senior personnel must be included,
even if they receive no salary support from the project(s). The total
award amount for the entire award period covered (including indirect
costs) must be shown as well as the number of person-months per year to
be devoted to the project, regardless of source of support."
I know this is specific to NSF guidelines but I have always used these
guidelines as my fallback when other guidelines are unclear.

Would you include on the NIH Other Support form a project in which the
investigator is committing effort but not receiving any money? I have a
PI who thinks a project does not need to be included since he is not
receiving any money for it. Although the Other Support form states to
list all financial resources, I always thought the form was used to
evaluate a PI's overall effort commitment as well. Am I wrong?
