Is there a change in the federal deadline to close awards?

I was having a conversation with another colleague, and it came up that she had heard someone discussing the possibility that federal agencies may be receiving guidance to shorten their time frame, to 120 days, for closing awards.
Any scuttle-butt out there on anyone's radar?
