I would like to add GAMS by ERASS (Grant Application Management System
by Electronic Research Administration Software Systems -
http://www.gams.org) to your list of potential systems.  They have
several different levels of software and support options scaled to
different size organizations.  We use it for everything from
proposal/budget building, electronic routing and system-to-system
submission to processing awards and billing by interfacing with our
financial system.

The staff are knowledgeable, personable, and responsive.  The company
has been in the business since ERA was first coined.
