According to Jean Feldman at NSF "NSF's RCR requirement will be applied to a new proposal submitted or due, on or after January 4, 2010."

Good Morning,

As most of you, we are preparing to comply with the new NSF requirement for certification and training in Responsible Research Conduct.  I understand that NSF will be modifying their standard terms and conditions to include this requirement effective January 4th.  My question is....will NSF modify existing awards to include this requirement?  Will training in RRC be a requirement from January 4th forward or will it also be required for existing awards?

One interpretation is that we only need to concern ourselves with proposals submitted after Jan 4th that are later awarded and not the proposals that have been submitted prior to Jan 4th but are awarded after that date.  I am thinking this is not the case. My understanding is that any awards issued after January 4th will include the new requirement regardless of when the proposal was submitted.  Is this correct?
