Also, if you add the expert into the project for intermittent involvement (as you mention "helping out with the grant" without compensation) in the proposed research, it would strengthen the proposal to provide this expert's Letter of Support  with other letters.  Reviewers often look to check to see that this expert described/endorsed the science in their statement among the letters.  Choose carefully - NIH reviewers are sharp to catch on that a principal investigator may appear to be "dropping names" of experts to bolster their proposal.  The letter from the expert would be a smart addition.

He would be an Other Significant Contributor with a profile in the
profiles section.  OSCs are listed AFTER the Key Personnel.

I would make the role "Collaborator."

No need ot be in budget or on budget Just.
