I apologize up front, because I know this has been an ongoing string of
discussion... but how often does your institution utilize the OMB A-21
clause of a "separate and remote operation" to justify additional
payments for faculty members during the academic year?  I've tried to
lock down on overload payments, since I think the OMB A-21 clearly
discourages, and in some cases, disallows, such payments.  I am at a
predominantly undergraduate institution, so the projects being
undertaken using the federal funds do look "different" than the faculty
members' normal teaching and research duties.

Any insight or advice would be welcome.
