Additional Indirect Costs on Grants Holmberg, Janet 13 Oct 2009 11:28 EST

Good morning List Servers -
I'm hoping some of you can weigh in on this issue.  I work at a 501c3
governed by A110.  We operate under a provisional indirect cost rate,
which is negotiated yearly.  After several years of fairly consistent
rates we have now had two years in a row with substantial increases.
Does anyone know of agencies that will allow requests for additional
funding to cover increased indirect costs on grants?  I know NIH does
not allow such requests, although we do have authority to rebudget
between direct and indirect costs to cover the new rate. We recently got
a Department of Energy grant and the question has come up, but I didn't
find anything in DOE's terms and conditions that specifically addresses
this issue.  Since we aren't an educational institution we don't have to
grandfather projects at the awarded rate (sadly for my PI's - the
difference between proposed rate and our newest provision rate will be
over 10% for some of them).
Any guidance is appreciated.
