The most recent update to the NIH Data Dictionary, revised 9/30, still
contains the sentences: "NAICS codes are not applicable to NIH grants,
including construction grants unless awarded to a State or Local
Government. Instead grantees should report an appropriate NTEE or NPC
code. Up to 10 applicable activity codes can be entered." NIH's
supplemental guidance on this data element spans Excel rows 84 - 90. My
interpretation of the guidance is that grantees can report either NPC,
NTEE, or both.
