Carolyn,

We're reporting at least one NTEE code and one NPC code for each award.
The OMB guidance has a dash between the two, which seems to suggest that
they intended for it to be a combination. You're right though, you could
use the NSF guidance to justify only providing one or the other for NSF
awards.
