We avoid beatings, but allowing direct submission subverts the internal clearance process that involves several offices and does not enable us to review the proposal and have the grants office develop a correct budget. Have any of you given the PI/unit the ability to 'Submit Proposals/Supplements/Updates' directly to NSF? If so, we would be interested in hearing your approach -- proposal review process, institutional controls implemented, challenges, etc. Any insights you can share would be helpful.
