Rich, My biggest problem lately is that some systems allow non-AORs to submit proposals. This situation is no longer relegated to foundations and for-profits. The federal government system for the US Department of Education allows this too. I understand that most of the systems indicate that you must be the AOR to submit, but if you don't restrict the submission to the AOR, it becomes fair game. It places research administrators in a precarious position. Do you withdraw the submission because they violated law and institutional policies, or do you allow the submission and hope they will not continue the behavior. I have grown to love grants.gov and fastlane for this reason.
