I hope we get answer soon.  This is what our financial aid office received yesterday about reporting.  It appears only one office can report.

"This message describes the initial step you must take to comply with the special reporting requirement of ARRA for the FWS Program. Your institution must register by October 10, 2009 at www.federalreporting.gov.

Note that the reporting system will not allow more than one individual to register for the same institution (same DUNS number).  If someone from your institution is already registered, the system will report that fact.  Therefore, your institution should designate a single individual to report for all the programs under which it has received, or will receive) ARRA funding.

The Department will send you another email with guidance on how to estimate the number of FWS jobs created or retained and instructions on how to submit the quarterly report required for the FWS Program.  In the meantime it is critical that your institution register as discussed above.

I have been trying to get OMB to respond to the question on how to
handle FWS as well as NACUBO said in their webinar last week they were
going to get to the bottom of how this should be handled.  So far, no
answer from either.
