We had two rejected with this unhuman readable message. Sent via S2S
at 8:45, rejected at 9.

Error:Error on line 2 of document  : Attribute "xmlns" bound to
namespace "http://www.w3.org/2000/xmlns/" was already specified for
element "SF424C:SF424C_BudgetInformation". Nested exception: Attribute
"xmlns" bound to namespace "http://www.w3.org/2000/xmlns/" was already
specified for element "SF424C:SF424C_BudgetInformation".

Help desk said check attachment file names for bad characters.  I
guess they understood the message.  We found some with dashes so fixed
and re-sent, at noon.  They were received but no word since.

Are others getting errors or just slowness.
