Splitting stipend and tuition over more than one project

Good afternoon,
We have a state program that funds small projects which can be matched
to an existing or new project to enable the researchers to stretch
dollars from both pots. In our case, the tuition charges to the state
project are higher than to a federal project. The natural inclination
for the researchers would be to pay the stipend on the state project and
pay the tuition on the federal project to realize the savings. However,
our effort reporting system only generates effort reports against the %
effort of the stipend.
Assuming that the stipend plus tuition together equal the total
"compensation" for the effort of the graduate student and, therefore,
just like any other compensation, should be assigned to the projects
according to the effort given to each project. 50% effort on one
project would mean 50% of the stipend and 50% of the tuition should be
charged.
Does this make sense? Or can anyone offer a method to justify tuition
on one project and stipend on the other?
