If you're asking whether the sub's indirect cost rate on their budget should be the prime applicant's rate, the answer is no. The subcontractor should be using their own negotiated rate in their budget.

We are wondering if a prime applicant’s indirect cost rate may be applied to the consortium F&A request.  This is a modular NIH budget, and if so, the indirect cost base will be higher than the total direct cost limit.
