Is it true that NIAID does not accept clinical trial proposals in R01s?
I was told this by a PI:

"It appears that NIAID no longer accepts clinical trials in R01
applications - they must go through an R34 planning grant (one year) and
then a U01 grant if the R34 is successful.
This was instituted recently since a number of the NIAID R01s that
included clinical trials failed to get IRB approval resulting in no
outcome. However, to submit an R34 you need to submit a written request
(preproposal) to the institute at least 10 weeks ahead - and they need
to give you permission to submit if it is deemed 'programmatically
appropriate'".

Is there anything official about this from NIAID? I looked at their web
site but did not immediately see anything relevant.
